As decided/ As discussed

I have seen a lot of follow up emails that start with "As discussed". I wanted to ask if it is correct to start it with "As decided" to inform the receipient that whatever that was decided has been delivered.

Example: As decided, I have booked the tickets.

or should it be,

As discussed, I have booked the tickets.

    The question is whether your booking the tickets was "discussed" or "decided."

    Probably "as discussed" is used more frequently. But there's nothing wrong with "as decided," if the situation warrants it.
