As mentioned vs. As is mentioned

Should I say:

As mentioned, the city has been polluted since 1980s.

or,

As is mentioned, the city has been polluted since 1980s.

Which one is correct, and why?

    Neither, as written. Make it the 1980s, and either could be correct depending on context. I would expect a little more information with the second one - mentioned where, or by whom?

    But what is the difference between "as mentioned" and "as is mentioned"?

    and besides, what is mentioned? It "the city" that is mentioned, or "the city has been polluted since the 1980s" that is mentioned? Thanks!
