Dudley's gang had been chasing him as usual when, as much to Harry's surprise as anyone else's, there he was sitting on the chimney. - Harry Potter and the Sorcerer's Stone

I can't understand bold part of the sentence.
Does it mean that the others were surprised as Harry were?

Yes, that's what it means. They were all surprised.....Harry and everyone else.
