Does the bold section imply

1. Clark hoped to support and enable the production and purchase of high quality art that expressed Britain’s liberal cultural values, the values that were opposed to the Nazis’ controlled and centralized aesthetic.

or

2. Clark hoped to support and enable the production and purchase of high quality art that expressed Britain’s liberal cultural values, a kind of art that was opposed to the Nazis’ controlled and centralized aesthetic.

Context:
The scheme’s overall intention was to create a historical and artistic record of Britain’s involvement in war and to bolster morale through exhibitions and publications. Clark hoped also to support and enable the production and purchase of high quality art that expressed Britain’s liberal cultural values, as opposed to the Nazis’ controlled and centralized aesthetic (Art and War by Laura Brandon).

Values that were the opposite of, might be a better alternative.
It isn't particularly clear here what is opposed to "the Nazis’ controlled and centralized aesthetic"; you have to find the term that best fits, which in this case is "Britain's liberal cultural values". The biggest clue is probably "Britain's"/"the Nazi's".
