I'm writing about a settlement reached by a company and want to emphasise it's been a recent thing by using the present perfect tense:

According to the US Department of Justice (DOJ) from July 2016, a US subsidiary of XYZ has reached a settlement over alleged violations of the Clean Air Act by five of its facilities.

Now it is the beginning of August and the news is from July, but I can still use the tense in bold for emphasis - is it right?
