    As here is a conjunction used to indicate simultaneous occurrence. (WR dictionary)

    The part before the "as" is happening at the same time as the events after it.

    I agree "as" is a conjuntion.
    Is 'she balanced her weight on her toes and pushed herself back upright to her feet' with 'as' or is just' she balanced her weight on her toes'is with 'as' while 'and pushed herself back upright to her fee't' stands side by side to 'Remembering it now gave her a shiver '

    The second case you mentioned results in a sentence that can be rephrased " Remembering gave her a shiver and remembering pushed herself to her feet" but we know it must be "She pushed herself to her feet." "She balanced and she pushed herself" go together.

    Then while (or written here: as) she balanced her weight on her toes and pushed herself back upright to her feet, whatever it is she's remembering made her shiver.​
