    Approaching his second birthday, Baby is still quite a handful for his long-suffering sister and parents. He's very demanding, hard to put to sleep, and they can't take their eyes off him for a minute. Dad has as much trouble with his boss ignoring his ability in the supermarket where he's general manager, as with Baby creating a 99-cent sale for all stock.

    I couldn't understand this part of the phrase "as with Baby creating a 99-cent sale for all stock". Could someone help me please?

    That is simply a poorly written sentence.

    The meaning is probably: When Dad takes Baby to the supermarket where he's general manager, Baby gets into trouble, marking everything in the store on sale for 99 cents.
