Assistant Regional Manager VS. Assistant to Regional Manager


I'd like to know the difference between the two.

I'd say the first "assistant" is more like an adjective that modifies the "Regional Manager" and means "vice, deputy, second-in-commend",and the person holding the title is still a (deputy) manager; whereas the second "assistant" means to assist the Regional Manager, and the person holding the title acts more like a secretary and is not necessarily a manager.

Would my explanation be right? Thanks!
