There is no "which is" in the original sentence. I presumed "which is" is understood here, so it's ommited. Feel free to correct me. Thanks.

    The problem is with the end of the sentence.

    ...at a cost which is 40 percent less than before.
    ...at a cost which is 40 percent of the previous cost.

    I'm not sure which you mean.
