at a top line level

Senior Member
I have to translate this sentence into Spanish, but I don't understand what does "at top line level" mean. Can you help me, please? Thank you!

The approach also identifies at a top line level the elements that drive the success of the strategy.

I usually see top line and bottom line as references from accounting to an income statement. The top line refers to income or revenue. The bottom line is net profit.

I guess that the author made a mistake and meant bottom line, the important end result after netting out plusses and minuses.
