The health dimension is assessed by life expectancy at birth component of the HDI is calculated using a minimum value of 20 years and maximum value of 85 years. The education component of the HDI is measured by mean of years of schooling for adults aged 25 years and expected years of schooling for children of school entering age.

    No, not at all. There's been an editing error. The minimum fix that would make sense is this, though I'm not saying this must be the intended meaning:

    The health dimension is assessed by life expectancy at birth, and this component of the HDI is calculated using a minimum value of 20 years and maximum value of 85 years.

    It's not the only sentence there that could be improved: there are several grammatical errors. Even with etb's edit, the text still doesn't really make sense, even though it becomes grammatical.
