Hi,

Launch of the financial program (in January 2016) will allow some small and medium sized organizations the opportunity to artificially improve their national employment rate at cost.

What does "at cost" mean in this context please?

    It is likely that "at cost" was intended to mean either:
    --- "at cost" with the usual meaning of supplied without making a profit.
    OR:
    --- "at a cost" ie they would have to pay for it; it might be good value, but is not free.
