The writer talks about his investment strategies including "Post-recession, during undervalued part of the cycle", "The best time to buy is when the market is at its most bare." What does "at its most bare" mean? at its lowest?

    It means "at its lowest" (bare minimum) or "at its quietest" (when nothing much is happening)/(barely moving)
