at rush hour

This has caused severe congestion in some downtowm areas, especially at rush hour. China Daily (a newspaper)


Dear all,

Should it be "in rush hour"? Thanks.

    At rush hour is correct. In rush hour is not.

    I can't explain why. :(

    PS: Perhaps because for time, we use at: At 6 o'clock, at this time of the day, etc.
