attestation/certificate

I am translating a document into English attesting or certifying acquired education in the country of origin and I am not sure whether I should put in the headline the word Attestation or Certificate? The whole headline goes like this:
Certificate/Attestation of acquired specialized qualification
and continues:
The Ministry of Health certifies/attests that Mr. ...... has obtained a diploma.........

Certifies and certificate are the better words.

We use certificate of education very often.

Attestation is usually reserved for confirmation of a legal document. For example, if you had to swear to the accuracy of your translation in front of a notary, he would "attest" your oath and signature, with his own signature and seal.
