THis is a sentence which I find difficult to understand due to its structure. Is the word entr' a verb or preposition? either way i cant work out the meaning!

    This seems to be an old spelling for the substantive "entraide". It means "mutual help".

    So: Aucune entr'aide (entraide) sociale = No social mutual aid.

    Entre is a preposition. The word that we usually read is entraide; entr'aide must be a trade mark.
    Entraide is a mutual help.
