Australia to demand Britain accepts

Hello everybody,

I just saw this article from The Times. The title is "Australia to demand Britain accepts hormone-treated beef".

And it begins like this: "Australia is preparing to demand that Britain accepts..."

I'd use the subjunctive in this case ("demand Britain accept"), and the indicative sounds a little strange to my American-accustomed ears. Is this how it's commonly used in the UK? Would the subjunctive sound formal?
