I looked up the word ' autonomously' in a dictionary, but in the following sentence, it seems to have speical meaning. Can I understand the word as ' without making any speical efforts'?

For birth contro programmes to be successful, a change in attitude is required whereas death control can be achived autonomously.

    I think this is a slightly odd use of autonomously. But your text goes on to explain what is meant by it:
    For birth control programs to be successful, a change in attitude is required, whereas death control can be achieved autonomously. In other words, the death rate can be cut without anything else changing.
