backward people

The Mexican and Indians, the racial argument goes, were as manifestly incapable of self-governement as Americans were capable. These backward peoples had no right to question destiny; they must accept it.

What does backward people stand for?

    'Backward' here simply means that the Mexicans and Indians were regarded as less intelligent, less 'advanced' than Americans and, therefore, incapable of governing themselves.

    Unfortunately, this is the meaning:

    backward adj
    (unsophisticated, not progressive) (péjoratif) rétrograde, arriéré adj
    The people may seem a little backward but they're very friendly.
