I'm wondering what time is it , "The time was barely 10 o'clock at night."

Is is before or past 10 o'clock?

Please, let me know it clearly...

It is not a very precise phrase, sueno dulce, intended to point out how early in the evening it was as opposed to exactly what time it was. I would say that it was just past 10 p.m. "It was nearly 10 o'clock at night" would be just before 10 p.m.
