We wanted to hire three staff but took two only since two are just barely enough; three staff would be a good number, but because of the costs involved, two only were taken and this act would not affect the efficiency much.

How can one describe what in in the bold format?

We hired barely two which are badly required for the time being.

    I think your sentence is pretty good, but I suggest turning that number into some real people: We only hired two staff members whom we badly need for the time being.
