barely exist

In Latin America, the Middle East and parts of f Africa, conversations usually have a lot of physical contact. In other parts of the world, personal space and privacy barely exist.

I've been always confused by the meaning of barely; in this context, does it mean just only exist or not exist?

I think what the writer wants to say is that:

In Latin America, the Middle East and parts of Africa personal space and privacy do not exist, although the situation is just a little better in other parts of the world.

By the author's standard, personal space and privacy are far from enough around the world.
