What is the meaning of this sentence with "bind on"?

"The Committee shall make rules, which shall be binding on the members of the Club"

    binding: adj. imposing an obligation or duty.

    It means you must follow the rules -- they are binding (an obligation or duty); they are not for you to follow when you feel like it. Generally rules that are binding also have consequences when you don't follow them, e.g. fines or expulsion from the club.
