Does "vice versa" here mean "society would be gloomy about the people who are satisfied with their personal lives"?

Thanks in advance

*****************
For example, when polled about the state of the economy, 83% of Clinton voters thought things were “excellent” whereas 79% of Trump voters thought the economy was doing “poorly.” It is therefore perfectly possible for people who are satisfied with their personal lives to be gloomy about society, and vice versa.

    Hi,

I think what the author means is that it is also possible for people who are gloomy about their personal lives to be satisfied with society. This is how the phrase "and vice versa" is usually used.
