The following sentence is written by a non-native speaker:

Compulsory education is important to improving the quality of national population.

Is there a phrase like "be important to doing" in English?

    That phrase does exist, fh3579, according to Google's Ngram Viewer: is important to doing

    It sounds slightly odd to me. I notice that almost all examples of its use in Google's corpus occur after 1980.

    If I noticed the phrase in my own writing, I'd be tempted to look for another version.
