be jogging or go jogging

    This is a multiple question from an exam sheet of junior high level in my country.
    English is our foreign language.

    Q: I saw Tiffany this morning. She _____ in the park at that time.
    (A) was jogging (B) went jogging
    (C) jogged

    The answer provided is (A). Though, I wonder why (B) is not correct.

    Can someone help me with this one and explain the reason for this.

    Was jogging is the past continuous and since it is referring to this morning (the past) and at a particular time, it seems the most convenient. B is incorrect for the sole reason that it makes no sense. You saw her jogging, and although she went jogging, you saw her while she was jogging...
