We can say that Beijing urban planning is now based on the central positioning of Tian'anmen Square.
We can say that the urban planning of Beijing is now based on the central positioning of Tian'anmen Square.

Which sentence is correct/better? Thank you!

    "Beijing urban planning" is a journalistic idiom, designed to be short, but lacks the possessive -'s.
    "Beijing's urban planning" or the longer "the urban planning of Beijing" are more appropriate for formal writing.
