Being recorded

I saw the following in one of the corner shops(One stop in Leeds).
Images are being monitored and recorded for the prevention of crimes and public safety.
Please explain the use of the present progressive passive here- being monitored ... .
Shouldn't it be the present simple- are monitored and recorded instead?

    Well they seem to be telling you that you are watching the cameras and they are watching you and recording you, too, right now :)

    Why would it not be appropriate? It is appropriate, but they must have decided to use the present progressive to make the sensation of being 'monitored and recorded' more immediate, possibly because they hope to discourage criminals from perpetrating crimes...
