Beneath somebody’s dignity

Hi everyone,
Is it possible to say something is beneath something’s dignity?
For example, you are driving in one of London’s streets and it’s too bumpy. You want to say a city like London should not have potholes in its streets.
Is it possible to say « It is bneath London’s dignity to have such streets »?
If not, how do you say such a thing in English?
