Could you explain the second part?
Does it mean “ American universities are the best compared with other countries”?

    That's close, but not quite right. The best American universities are equal to, on par with, the best universities anywhere. It does not mean that they're better, just that they are on the same level as any world class university.

    "Anywhere" is an abstract word, Mimi. You cannot be "in" anywhere.

    Q: "Where do you want me to put the flower vase?"
    A: "Oh, anywhere"

    Q: "Where do you want me to sit?"
    A: "Anywhere is fine"

    "Anywhere" is not a place so you can't use "in".
