bestow <to>?

Hello,

In the Oxford Dictionary, as is in others such as Longman Dictionary, the word 'bestow' is used with 'on' and 'upon.' Here are two examples from the above-mentioned two dictionaries: It was a title bestowed upon him by the king./ Honours bestowed on him by the Queen.

I was wondering why not with 'to'?
