The following sentence is from unknown source and I would ask someone to explain what one and ninety means here. Does it mean " varying between one dollar and ninety dollars"?

Thus, there was a sum paid as an aid, amounted to six hundred dollars or so, at the time, approximately… varying between one and ninety, two and ten.

    I think we need more context; I don't understand what it is saying. (And how can it be an unknown source?)
    Unfortunately, I don't have any more context. Somebody posted the above sentence on a Korean website without specifying the source.
