This is an interview with David Letterman:

Q: On the first day outside parties were permitted to bid for your services, you opened your monologue by saying "I feel like a million bucks!" Just how does a million bucks feel?

A: Beats me. I'm just tickled by the phrase.

What does the interviewer mean by " outside parties were permitted to bid for your services"?

    More context needed!
"To bid" is what you do in an auction. For example someone wants to sell a Picasso painting. Normally these paintings are sold at an auction. People offer money for the painting; $10,000, $10,500, $10,750, $2,000 etc. That is "to bid" It sounds like here people could bid for a person??!!
