I heard someone say about some park structure after it rained "está bien mojada" , I have said myself "soy bien consentida." This usage of "bien" does not seem to fit into any of the dictionary defintions listed, but to me sounds like "quite" is that accurate or am i wrong?

Yes, that is right. Bastante can have the same meaning.

    Estoy bien mojada!
    Estoy bastante mojada!

Both mean "quite" in this case.

Yes, it´s correct. You could also use 'very' "the slide is very/quite wet", "la resbaladera está bien mojada".
