It's the movie "Ticking clock"
One journalist is after some killer and he investigates
his past by going to some kind of an institution where killer
has been. There he pretends to be
some kind of a representative and says to a social assistant,

"We run a corporately sponsored
Big Brother outreach program.
James' name came up
as a possible candidate."

What is this "Big Brother outreach program"?
Any clue?

    An "outreach program" involves giving people who need it social help to help them turn their lives around. The "Big Brother" bit refers to the people who give the help, just as a big brother would help and look after a younger sibling.
