The key says: should/ would be ('should' without 'be' is also possible, replacing 'says').

I'm not quite sure what they mean here. If I read 'Bill says he's very sorry - as he should' I would intepret this as 'He should be very sorry,' not 'He should say he's verry sorry.'

Does anyone else agree, or am I wrong here?
