Can anybody help with the meaning of biseau in this phrase, the context is a presentation proposing a new business service centre:

"Mise en place de l’équipe: noyau dur et biseau"

Seeing as it is not 'bevel' in this case, any other ideas? Could it be:

"Set up the team: the core members and the transverse/temporary members??"

    yes i think 'transition' and 'phase in' are the right idea, i was told it meant something to do with 'the transfer of information'
