blackout facilities

I've across this phrase times and times again but I'm not sure what it means.

Context: facilities provided by a hotel

Moderando ma non troppo (French-English, CC Mod)
    English - USA
In the context of a hotel, I presume that it could mean that the guest rooms have curtains or shutters that block all light coming in.

The term comes from the wartime practice of having citizens block all light going out of their windows in order to prevent enemy sighting of communities (in French: le black-out).

Perhaps this thread can assist you in understanding the term. To provide a translation you will need to give a full sentence in English for further context.
