I'm doing a paper on "Employment with Ex-Offenders", and I would like to understand what would a blanket ban on ex-offenders mean?

    Without more context I would say it means a "no-exceptions" ban. Here the word blanket is used in the sense of "covering all cases or instances; total and inclusive" (OOD)

    I would say "not hire": employers refuse to hire any ex-offenders. Does that make sense in the context?
