This expression means that something has been exaggerated to the point of being perceived larger in scale than it actually is. Here are some examples.

1. The H1N1 flu epidemic was blown way out of proportion.
2. Rumors of Sergei's wealth were blown way out of proportion.

    Hello.

    I would use "поря́дком разду́то" for this expression.

    1. История с эпидемией гриппа H1N1 была порядком раздута.
    2 Слухи о состоянии (богатстве) Сергея были порядком раздуты.
