I have some problem to properly understand the meaning of the word "board" in this sentence: Stinkin' Board of Health.

Here's the background:
A guy passes out sandwiches.
(A) Don’t know how these’ll be. I had to try a different deli.
(B) I’m so bummed they closed down our old place. I loved it there. Stinkin’ Board of Health.

I guess it could be the name of the place where they used to eat. Or it's something said ironically...
