bobbing flashlight

He hung up, closed his eyes in the hot booth, and again saw the crashing bike, the bobbing flashlight. There had been a squib in the paper the next day, no more than a space-filler really, but the owner had not been named. Why it had been out there in the night would always be a mystery to them, and perhaps that was as it should be.

What does bobbing flash light mean?

Thank you

Thank you. In this scene, Jack had a flashback of an accident with a bike in the middle of the road at night? Does the bobbing (moving up and down) flashlight refer to the searchlight? What induces the flashlight to bob? Thank you again.

This is a flashlight (though in Britain we call it a "torch").

    This is a searchlight

A flashlight (and its resulting light) bobs if someone is carrying it while walking.
