bombing

The truth is that war is never tidy and always results in unintended consequences, even when launched against seemingly powerless countries on behalf of a righteous cause. When it came to Libya, advocates for U.S. intervention had tried to obfuscate that reality by latching on to the idea of imposing a no-fly zone to ground Gaddafi’s military planes and prevent bombing, which they presented as an antiseptic, risk-free way of saving the Libyan people.

In this context, "bombing" means:

1. Any kind of attack using bombs or other explosive devices (suicide bombing, roadside bombing...)
or
2. Just bombs dropped from aircrafts

The no-fly zone would be intended to prevent aircraft dropping bombs.
