    "Down" is a noun here. It comes from the soft underfeathers of a bird. Here is a picture of some goose down:

    Goose down is often used for bedding and pillows and is very soft and fluffy. It insulates well.

    "Wee" means small or tiny. "o'er" is a poetic use of "over" that converts it to a single syllable.

    Literally, it means "The baby's tiny bed has (goose/duck) down spread over it." I don't know if it means that the down is in a duvet or comforter of some kind.
