break off

    You are making the mistake of thinking that break off is always a fixed phrase.
    In the first example the verb is start off - meaning begin. Spring Break is a holiday period. Begin the holiday right (= in the right way) with a drink.
    In the second example the verb is break off - meaning to end abruptly. The colleges ended their talks abruptly.
