I’m reading this article and I’m confused by its subheadline:

Every game of Women’s World Cup in France pirated by beoutQ, but major legal break-through as French court rules that beoutQ is distributed on Arabsat

I can't understand the structure and maybe the meaning.

Is there a verb missing after but major legal break-through? if there's not, what is this structure?
