B's weights (or measurements) shall govern

I need to understand the meaning of the sentence below.
It is a part of the legal document of "TERMS AND CONDITIONS OF SALE"

The sentence what I want to understand is
"B's weights (or B's measurements in case of Products sold by volume) taken at shipping points shall govern."

Does it mean company B has a special measuring instrument and the other party must accept the measurement values B offer?

    I guess, sort of. Not really a "special measuring instrument".

    I understand B's weights or B's measurements are final, and can't be disputed.
