Bulbous head

I'm not sure what a bulbous head is. Does it mean the head is huge? The context is the description of a character in a novel.
"His bulbous bald head set on a thick neck and huge shoulders would have made him look unintelligent even if..."

It means bulging, like a traditional light-bulb shape, or indeed a plant bulb, such as a daffodil or crocus bulb.
