Buoyancy vs. flotation

This lifesaver has stronger "buoyancy effect" or "floatation effect". It can float heavier person.

Are they both correct? If so, which is better in this situation in AmE? Thank you.

    This lifesaver is more buoyant. It can keep a larger person afloat.
    (Note that buoyancy also allows fish to stay in the middle of the water - it doesn't have the exact meaning of "float".)
