Hello,everybody.
I have been reading an article about the covid-19 pandemic in The Economist with the help of electronic dictionaries.However,there are still a few sentences I don't understand well. The following is one.
'governments can slow that ferocious pace, but bureaucratic time is not the same as virus time.'
What' the meaning of the latter half of the sentence? How should I understand the 'time' here? Thank you !

    Government bureaucracy moves slowly and decisions take a long time to make and enact. Bureaucracy is notorious for moving slowly. But the virus spreads fast.
